Теоретическое объяснение данного феномена может быть найдено как в концепции финансового акселератора, так и гипотезе финансовой нестабильности. Для эмпирического обоснования существования процикличности долга анализируются данные по шести коэффициентам задолженности, ВВП и ключевой ставке, при этом используются методы коинтеграции. Основной результат анализа заключается в подтверждении гипотезы о положительной связи между динамикой ВВП и уровнем долга, что свидетельствует о синхронности долговых и деловых циклов. При этом коэффициенты долговой нагрузки продемонстрировали различную интенсивность реакции на макроэкономические шоки. Финансовые корпорации, в силу своей зависимости от краткосрочного рефинансирования, проявили более высокую волатильность по сравнению с нефинансовым сектором. Фазы экономического подъема сопровождаются активным наращиванием заимствований, тогда как в периоды спадов сокращение кредитования усугубляет рецессионные тенденции. Высокая скорость коррекции при движении к равновесию, выявленная в моделях коррекции ошибок, указывает на адаптивность системы. Значимость исследования для России – в том, что наши выводы позволяют сформулировать критерии анализа процикличности долга для российской экономики и обосновать подходящий комплекс мер денежно-кредитной политики для финансовой стабилизации в случае наличия такой процикличности. Статья призвана заполнить исследовательский пробел: как в русскоязычной, так и в англоязычной литературе феномен процикличности долга является редкой темой в эмпирических исследованиях.</p></abstract><abstract xml:lang="en" abstract-type="summary"><p>Paper analyzes the procyclicality of debt of the UK private economic agents, including non-financial and financial corporations, as well as households — for the period from 1987 to 2023. A theoretical explanation of this phenomenon can be found both in the conception of a financial accelerator and the financial instability hypothesis. To substantiate empirically the existence of the procyclicality of debt, we analyze data on six debt ratios, GDP and the key interest rate, while using cointegration methods. The main result of the analysis is to confirm the hypothesis of a positive relationship between GDP dynamics and debt levels, which indicates the synchronicity of debt cycles and business cycles. At the same time, the debt ratios demonstrated a different intensity of reaction to macroeconomic shocks. Financial corporations, due to their dependence on short-term refinancing, have shown higher volatility compared to the non-financial sector. The phases of economic recovery are accompanied by an active increase in borrowing, whereas during recessions, credit contraction exacerbates recessionary tendencies. The high rate of correction to equilibrium revealed in error correction models indicates the adaptability of the system. The significance of the study for Russia is that it allows us to formulate criteria for analyzing the procyclicality of debt for the Russian economy and to justify a suitable set of monetary policy measures for financial stabilization if such a procyclicality occurs.
